I noticed in the local library all the new dvd titles are on Blue-Ray.
Do the modern/new laptops play them?

If it plays Blu-ray, it will say "Blu-ray" somewhere and have the logo as well.

they do but only high end laptops £700+
as gingejbee says it will say blueray on yours if it does

You can buy an external blu ray player from about £60 - £200.
