can employers refuse to pay employees extra pay for working bank holidays even when their shift paterns say they must work? in my case this only applys on the extra royal wedding bank holiday.

Basically, yes. Chris has answered questions on this theme ad nauseam. Far too may links for me to find, but unless you have a kind-hearted employer you will be screwed to work for the minimum the company can legally get away with.
Unless your contract states differently ie working bank holidays or public holidays will be paid at a special rate.

Public holidays have no significance whatsoever in employment law. For example, if you'd normally be at work on the day of the week when Christmas Day falls, your employer has every right to insist that you attend for work on that day, at your normal pay rate, and to take disciplinary action against you if you fail to attend:
