I am looking for the title of a house track I heard several times this summer... The text I can remember from he track is "sempreeee.....sempreeee....sempreee..."

Don't know the track you are referring to but I do know that 'sempre' means always in Italian!

I found it! Had to try various search phrases, and the "sempreeee dj mix" did it in Google... It brought me to this romanian forum:

The track name is:
JERRY ROPERO feat JAQUELINE - Coracao
