Europa League places

Can anyone give a definitive answer re the Europa league places for next season.
If Man City win the FA cup and also finish in the top 4, does that mean that 6th place in the league will be offered the Europa spot?
I have heard so many conflicting statements about this!

the only version I've heard is:
If City finish in the top 4, the UEFA place goes to Stoke.
If City finish 5th and win the FA Cup, UEFA place goes to 6th.
