Neighbours blocking Right of Way with dog
Hi, I live in a terrace of council houses, some bought some not and all the residents share the use of a right of way path that leads directly across our back doors and seperates us from our gardens. It allows window cleaners, repairmen and residents etc to access the back of the houses and its never been a bother. However the end house where the access starts has been blocked by new tennants who rent this house privately. They have a large dog and allow it to run loose on the right of way, they also have told us that we have to ask permission by knocking on their front door to gain entry to the right of way, incase their dog might bite.... what should we do and where do we stand on this?
