Is it just me or is there something not quite right about this video of the British Embassy in Libya...

The pamphlet may have been placed there by the reporter/cameraperson. A friend of mine who lived in Soweto during the mid-70s' uprising, watched as a reporter called a group of kids over, took a handful of coins from his pocket and threw them in a nearby skip. The kids all got into the skip, looking for the money. The reporter then made his report, with the skip behind him, talking about how things were getting so bad that children had to scavenge for food.
