Can someone please tell me if there is anywhere i can send photos that are very badly and are out of focus, i already have tried a lot of programs including Photoshop and nothing seems to work

If they were out of focus as shot, there's not much you can do other than tweak the clarity and contrast in PS (or Camera Raw).
