Treatment of brain tumours

Is there any argument for the suggestion that current treatments for malignant brain tumour aren't that effective because nothing is done to tackle 'tumour invasion'? Instead, treatment focuses on the rapidly dividing tumour cells, and not the invasive malignant cells which 'reach out' from the tumour, and continue to recur - even after surgical resection of the tumour.
