If a LCD television was on a shelve 12" above a radiator would the closeness to the radiator have any adverse effects of the television when the radiator is switched on?

I saw one on a wall above a fireplace once, I thought at the time that surley that wasn't good. But don't know for sure.
If you are going to do it I'd say put a shelf in between the radiator and the TV.
There was a mantelpiece above the fire so maybe it was fine.
Elevated temperatures shorten the life of electronic equipment so it is best to keem them cool.

Simply moving the hot air flow away from the television can substantially lower temperatures.
