I wonder if you mean 'punkah-wallah'. If so, he was the servant in India who operated the 'punkah'...a large fan usually made of palm-leaves...to keep the sahibs and memsahibs cool in the days of the British Raj. I suppose they still exist where there is no air-conditioning even nowadays.

Q.M. is probably correct. You must be referring to a punkah (or punka) wallah (or walla). These are two Hindi words. Punkah is a fan made of palm (usually) or any other leaves. Wallah is a person involved with, or in charge of, a specific thing. So the word wallah would always be used in conjunction with some other word. e.g. kitchen wallah, or library wallah etc.
