Anyone have any idea how Cardiff came to have a Struttgarter Strasse leading to Boulevard de Nantes? Seems a bit odd.

Well i worked in St Mary's Street and the store backed onto the Hayes but I don't remember those two!
From Wikipedia:

Hi Dotty - they are just between the main shopping street and the museum, obviously I had just never noticed them before.

Hi Buenchico - I tried Wikipedia and didn't find anything (obviously didn't try that hard!)

Stuttgarter strasse used to be Dumfries Street
