Tracing a phone number

Is there a site that would allow me to find a name from a phone number?A normal google search gets me to the general area but how do i refine it?

In the UK, you can't do a reverse look up on a phone number. You can use Google (and indeed I do everytime I get a phone bill) and it'll happily return names for those phone numbers that have been advertised on the web by the owner. Obviously, this tends to work for companies and not for individuals.
