New type electic bulbs - help!!

I have just moved into a band new apartment and I cannot fit my ceiling light fittings/shades as the wire coming from ceiling rose has on the end of it fittings I have not seen before!
They are 'squareish' and twice as thick as normal and when the energy efficients bulbs in them look the same as the normal ones - but they just push in and have a square end!!
Consequently, they need twice the size hole in the lightfittings which I have bought recently and my older ones.
Does anyone know what these are? One of my lights is ok because it came with a plastic reducer in the hole and taking this out meant it fitted.
Everything I see in the shops seems to have only a small hole to fit the standard ceiling fittings.

This was made a requirement under Building Regs about 8 years ago, though I had thought that Building Control Officers didn't bother to insist they are fitted these days (because everyone buys energy efficient bayonet-style bulbs these days anyway).
If this is what you do have, I suggest that you charge them all for 'normal' ones - because the special bulbs required to go in them are hideously more expensive.

I'm a sparky and the low energy ones with either 2 or 4 pins are not that expensive, if you go to an electrical wholesaler, yes they do sell to the public, they are around a couple of quid each, or you can change the complete unit and get normal low energy lamps for a quid...
