1. Where the flat begins
2. Board meeting you rue (board and rue anagram makes Aberdour - possibility?)

1. Stirling - where the carse (flat land) begins (Carse of Stirling)?
1 I think scotman's answer is good.
Where the flat begins is Hillend. Board meeting you rue . is Aberdour
Hillend makes sense.
Never thought of that one and it's nearby! Clever clue

Thank you everybody for all the help. I will go with Hillend which is far superior to my guess of Bankfoot.
