conundrum

I am looking for the answer to a conundrum. 

The first set of clues led to 8 cities which have all hosted the olympics: London, Berlin, Montreal, Los Angeles, Athens, Paris, Amsterdam & Melbourne. 

The final answer is an 8 lettered city which has never hosted the olympics.

The extra clue given is: With the 8 cities you must crack a code, use their common theme to get on the right road, choose the first time that they did the same, use the numbers to help win this game.

In the code the alphabet does not end with z, mix the letters and you'll put this conundrum to bed.

This has been driving me nuts for about 4 weeks, so any help would be greatly appreciated.

you got me thinking all afternoon on this  think you  need to to take which number olmpics they were  ie london was the 4th, berlin the 11th etc  and use those numbers against the letters of the alphabet in some order without z..don't know if it will lead anywhwere or if it is too complicated....

Hi just to update.  Conundrum has been solved!  The answer was Salzburg - although I have no idea why!!!  However, I do know it wasn't solved by me!

If you find out how the answer came to be Salzburg, please let us know. It's doing my head in now! I hope someone isn't just guessing!
