The best thing I used (on the advice of a bike shop owner) when I was teaching my son (who was able to ride two wheels when he was 4) - put a long scarf round your daughter, across her chest and under her arms with you holding the 2 ends up behind her. That way you are still giving her support to stay upright but she is still balancing the bike on her own. Try it!
you could try taking the pedals off (usually pretty straightforward) and letting her use it as a 'balance bike' - ie push herself along by scooting with her feet. once she's happy with the balancing , as others have said, the pedalling too should be simple (though obviously the pedals will need to go back on at this point!).
Broom Handle (without the broomhead!), Its how i taught both my youngsters. if you can some how wedge/balance a broom handle under the saddle, then jog behind them holding the broom handle for support, when you feel they are balancing by themselves release the broom or pull it free and watch them go.......mind you it can be pretty knackering (might be advisable to have some oxygen on standby!!!:0))
