Item paid for but not received

I ordered something 10 weeks ago through email and paid through paypal. The item was on ebay but the bloke said that since we were already emailing he'd send me an invoice through paypal instead. So he did do and I paid. We agreed a delivery date for last week but it never arrived. I emailed him and he said it would definitely be there by the next day but it hasn't arrived and now he's not answering emails. The landline just rings through too. I can't open a dispute on paypal because it is over 45 days since the transaction. What can I do? Any advice would be gratefully received. Thanks
