Perhaps they are linked to organised crime, not just cannabis farms, but hard core drug dealing and so forth. Because you need money to set them up, keep them going, and enough to pay people to tend them, and maybe neighbours who turn a blind eye, or are involved in some way.

The police helicopted is fitted with heat detecting equipment, and the Cannabis Farms, usually being grown in attics, stand out easily.

It is unlikely to be linked to organised crime. Cannabis is very widely used (I am guessing since it was declassified). The growing the stuff in the attic is of a similar ilk as 'Home Brew'. Mostly for their own consumption, but a nice little earner for individuals rather than organised crime.
No don't believe that, some of these are farms, large scale operations, and not just ones having a quiet puff and spreading it around their few friends. Perhaps the geek with a pot plant in his home, but some that have been discovered have had links with organised crime.
