.... i've had to call out the locksmith at a fairly high cost, will I as a tenant have to pay the bill, or can I get the landlady to do it?

IF THE DOOR HAS BEEN DIFFICULT TO OPEN AND YOU ROCKED UP ONE DAY AND IT JUST DIDN'T OPEN, THEN IT WILL BE THE LANDLORDS JOB/RESPONSIBILITY. sorry about the capitals - just relaise caps lock was on, but can't be bothered to retype. will also depend if your land is an arse or not. good luck ! x
Has these been long going problem or a short term, just started thing?
If you had told your LL that the lock was giving you trouble and could s/he replace it then your LL should be the one paying for it. If you hadn't then it will be a case of your word against his/hers
Dependent on your door lock it could be pretty cheap to replace yourself anyway - Yale locks are easy anyway
Double galzed are harder of course.
