cars overtaking?

i was driving today and the car behind me was so far up my backside it was almost in the drivers seat, when he got the chance he overtook me only to slow down and go no further than in front of me! why do motorists do that, cant see the point, if youre goping to over take then make it worth your while

LOL, if it's the police they shouldn't be tailgating ! The light goes on only when the car is dangerously close, ie when I can no longer see the no plate.
