I want to order something from a website and want to know whether this can be done in case the website in question tries to clear out my bank account.

You really ought to use a credit card instead.

This is what I want to do, make a credit card payment but what's to stop the site taking more than the agreed price or clearing out all your money?
Is it a website you can trust? Is it secure (https)?
Paying by credit card is best
I opened a spare account and just transfer the required funds.
I shop on the internet nearly every day..........you specify the amount and if they take more, which is highly unlikely if it is a bona fide company, you are covered by your credit card providers,
If you are this suspicious of them you should take your business elsewhere. If you are just worried about using the internet then be aware this is no more risky than giving your details over the phone. You could always pay them using PayPal which means they don't get your card details.

If they have a postal address in the UK they should be OK, if not DON'T buy from them
