In Oman 25 years ago, the letters SAF stood for Sultan's Armed Forces. Many Brits served in these, either directly recruited or on secondment from the British services, so it's possible the tie may be related to that.

I'd expect THAT to have a saltire rather than a Union flag on it, Gromit, but you could be right, I suppose.
