Scuttling tent

I have just heard about a woman who ran what was known as a 'Scuttling tent' in the 18th century. Has anyone any idea about what this might have been? It was possibly related to the army or service life.

Best I can do apart from the more obvious definitions are that, a Scuttle Cask was a drinking fountain, a rumour or a gossip? May be some connection there, other than the usual sinking of ships and scurrying away definitions.
