Steering wobble

I have a Vauxhall Corsa that's just passed an MOT test but I get a slight steering wheel shake at low speed, not the kind you get with unbalanced wheels. If you hold the steering wheel lighly you can feel it kind of wobble back and forth gently. It has got progressivly worse over the last few months. I thought it may be CV joints but having just passed an MOT it's unlikley. I've checked tyre pressures and I thought about getting the tracking checked but don't want to waste money. Any ideas?

Hello. It might sound obvious but make sure your wheel nuts are tight.

I just got it checked out at the garage and there is no play in the ball joints or wheel bearings. There was a little slack in the rear wheel bearings, could that be a problem? The guy said that a 4 wheel geometry check would be a good idea but I'm wondering it's the rack?
