Not seen anyone do it round here, only mowing lawns (I'm sureit's street entertainment when I try to do mine!(.
The council come and wash out the wheelie bins from time to time and they have one of those little road sweepers which does some of the main streets sometimes near the shops. Usually a bit of a state round there though although at least they've made an effort with the wheelie bins. It's very heavily populated round here and lots of ginnels inbetween the rows of houses and wheelie bins (and associated rubbish) used to be lining the main road at the end and never moved but they've taken them away and replaced with big communal bins now so it looks loads better. There was a sofa and other slung furniture out on street for about a week recently though.
Can be awful a bit further down where more students are but it's been a lot better since they've all disappeared for the summer.
