20 (barking indicates anagram) of Leaving + S (head of Southwark)
9d Sodium nitrate - s(hunt) (initially) + 'odium' (blame) + 'nit' (idiot) + 'rate' (speed)
20a Svengali - S(outhwark, leader) + anag (barking, mad) 'leaving'
For the other I would favour Nitrate - idiot + speed, cannot quite see the wordplay for the rest
