Difficult to translate without knowing how the term was used, but, basically it's a loud-mouthed bleedin' git.

G'day blue, in common strine (Aussie slang) it is something you call someone who is acting or talking in a daft way. The Galah is a member of the parrot family that, for reasons not clearly remembered, has inherited the characteristic in common Australian thought of being stupid. Flamin' is of course a swear word.
