There are many skillful black players in English football but for some reason they are not being employed in managing roles once their playing days are over. The suspicion is that they are being discriminated against. The quota does not obligate a club has to employ a certain number of black people, it just means one shoyld be interviewed. If they are not suitable for the job, then no harm done.
