Are you thinking of using it abroad (as it's a Travel card)? if so, we don't take cash abroad either, we just take our debit card and take the money out at an ATM as we need it. Some of those money cards charge you to load them with cash, as well as to withdraw it.
I've never personally used one of these cards, but these are the fees for using the Post Office card, doesn't look bad to me.
You could look at getting the Post Office credit card though. It wouldn't be any good for getting cash out abroad, but you could certainly use it commission free for purchases abroad.

We have a Nationwide card which we use for overseas purchases, the overseas rate on that is good too.
