In programme like Family Fortunes and Pointless they say 100 people were asked. Has anyone ever been asked or do they just make it up

I believe it is common to poll the studio audiences

...and the same one hundred people are asked many questions at the same time (enough questions for the whole series)- so there's no need to involve tens of thousands of people!
