Who invented the zebra crossing?

The question is 'Who invented the zebra crossing?' and it seems simple enough until you try googling.

It seems that the black & white crossings were around before Hore-Belisha added the illuminated yellow plastic balls to mark them. James Callaghan apparently likened the crossings to zebras & that name stuck.

What would you give as your answer to this particular teaser?

Allegedly, it was George Charlesworth......
I thought it was Hoare Belisha. I could be wrong but.....

The bit I found, was that Charlesworth didn't invent it.

All I can find in my books is that the Zebra Crossing was introduced in 1951, by a committee headed by George Charlesworth, although there is no mention of them being "invented".
Belisha beacons were already in use from 1936, without the black & white stripes.....

It seems that the Pedestrian Crossing was introduced long before the time of the Zebra Crossing, and the stripes were added to make it more visible....
