While the SPCA won't be able to help you directly, they might know of a charitable organisation in your area (or just a generous vet!) who might be able to help you. Phone them on 03000 999 999.
Similarly, while your problem is outside the scope of the Perthshire Abandoned Dogs Society, somewhere there might know who can help you. Phone 01764...

If I was you I would contact your vets practice, many will be willing to help you out if you explain your situation.
I would call and ask to speak to the person who deals with the accounts, If you explain you have run into difficulty they may be willing to treat your animal and come to some sort of agreement for you to pay the bill in installments. Most practices will not refuse if you are honest and show you have the animals best interests at heart.
You should consider insuring your animal, although this problem would not be covered as it is ongoing before you had a policy but it would prevent you having this problem in the future.
Either way, you cannot refuse your animal health treatment due to lack of money and if the responsibility is too much then you may have to look at other alternatives for this animal to have a happy and healthy life.

IT HURTS
can I just say, I work in the veterinary profession and i have seen this situation too many times so likewise, I also have views on these matters.
i have seen many much loved and well cared for pets receive a substandard level of health care because they have no insurance and the owners do not have enough money, which to be fair, not many people - myself included have the spare amount of money lying around to pay of a vet bill that can amount up in no time in cases of emegencies or illnesses to which none we get warning of.
We are very much unaware in the UK to the cost of drugs, treatments and surgical procedures due to being fortunate enough to have the NHS.
I am therefore very pleased to hear that you and your partner are now deciding to have insurance for your pets.
Best wishes and health to yous all.
