Microsoft regard being able to choose your own desktop image as a 'luxury' which you ought to be prepared to pay for! So they've removed the feature from the 'Starter' edition of Windows 7. (Grrrr!!!!).
However all you need is a little program which will actually keep the boring desktop provided by Microsoft but overlay your own choice of picture on top of it (with your desktop icons on top of the picture). Oceanis has provided the software you require. All is explained here:

I have Windows7 and I've got a pic of me and my hubby as my desktop background. Did it via Personalisation in the Control Panel or you talking about a completely different thing?

There are 6 different editions of Windows 7. Users of the 'Starter' edition don't have the facility to change their desktop. Users of the 'Home Basic' edition can't do so if they've upgraded from an earlier version of Windows, but can do so otherwise. Users of the other 4 versions are able to change their desktop.
