It depends on local bylaws.
If there are no bylaws prohibiting pavement parking then you can park there. The only thing to prevent you doing so is if there are yellow lines alongside the pavement on which you're parked. The presence of the yellow lines bans parking on the adjacent pavement too. You could get a fixed penalty notice if you park on a pavement where there are yellow lines.
The only other way you could be fined for parking on a pavement is if you're causing an obstruction and then the Police can book you.
