Nokia 2330 Classic - cannot ring the police on 101 from it

I have a Nokia 2330 Classic Mobile phone. I tried dialing the police on 101 yesterday and a messge came up saying: Number not in use. I rang them from my home phone and got through.
Any ideas why I cannot ring them from my mobile?

Have you succeeded dialling '101' on your mobile before ?
Maybe it's routing is not put in by your service provider yet.
You did have your SIM card in ?

Yes had my sim card in. Am on Asda pay as you go.
I do not know whose network Asda uses.
If you were successful before, then maybe the network was experiencing problems ?
It not emergency, so I guess risks the same perils/has the same priority as other numbers.

Asda uses the Vodafone network but perhaps you weren't in a current 101 coverage area hen you used your mobile phone?
