Not legally no.

As this is a product you pay for why would you be able to download it for free?

You can download the powerpoint VIEWER if you just want to view an existing powerpoint presentation.

If you have someone in education you can get the whole MS Office product for £38 (legaly) here

OpenOffice does include the presentation creator Impress which lets you open/save in Powerpoint format but don't know how successfully it does the conversion.
