I had this same problem a couple of months ago. Thought mine was set to ENGLISH UK but when I checked it was set to ENGLISH US. so might be worth another look.

..or it could be that you have a US layout keyboard.
Where on the keyboard are the " and @ ?

I sometimes find my keys transpose - try typing " and you'll probably find the @ sign there.... it usually resets when I turn off the computer and switch it on again.
