son not been paid by agency

Hi my son works for a agency and has not been paid for some weeks.. I'm. Getting lots of promises of his money going into his bank but yet nothing.
Now does anyone no who I can complain too about this .

There is no excuse for not being paid - his contract is with the agency not the companies where they send him. What reason do they give for not paying him? Is it a well-known agency?
If he's been working for a while for the same company via the agency, he could always tip the word to the company - they are presumably paying the agency (plus fees) for his time, they need to know if the agency aren't passing the money on.
I'd also be inclined to say "no pay, no more work" if he can sign on with another agency?

Thanks guys. They blame him , when he first went with them and filled out he's details they missed read a number on he's bank account .
He has let them no the correct number lots of times . They have given me a date when they say he's money should be in if it's not then I will write them a letter telling them they have 14 days to put right or I'm taking them to s works tribunal for unlawful deductions of wages.
