what exactly does the 404 error page not found mean - is it that the website has been removed from the net?- and if so why?- non payment?

All errors have a numerical code. This one happens to be 404 and it means exactly as it says - "Page Not Found". It does not attempt to give a reason.

It could be because the whole site has been removed, but is much more likely to be because either (1) the website owner has removed/changed the page you are looking for, or (2) because you have mis-typed the URL for the page (or been given a mis-typed URL).

Some websites intercept the 404 error and will either display an error page of its own, or more usually send you to its home page.
