Know anything about the Low Emission Zone?

Hubbys van needs to be updated to ensure it complies.. yamn.. More money we dont have!!! Jees
He read somewhere that..
a) you have to have it tested every 4 months to prove emissions
b) they may then bring out even tighter regs in a couple of years and have to upgrade system again!

We didnt need to comply with the last regs as it wasnt for vans.. but some businesses must be furious they did it to their lorries and are having to do it again!
Its a £100 daily charge in the zone if you dont comply and you can only use certain recommended fitters.. Sounds like a licence to print money if you ask me!!!
Has anyone else done it or got to do it?
