Perhaps I'm being ultra-thick, but I'm really stuck on this one!
I've got most of the grid filled in, and some of the 'correct' letters for the phrase. But I can't fathom out the phrase and I'm really mystified about the thematic entries - any hints to get me re-started would be gratefully appreciated. Thanks in advance.

Detective nearly retains memory of where colts may compete (6) which I presume is "dromic" from dic(k) around ROM, but the answer is adjectival and not a noun.
