Netbook battery

My netbook is only a few months old and I bought it new. Why, when I hover over the power icon in the system tray, do I get the pop-up message, "87% available (plugged in, not charging)"? The battery can't be at the end of its life yet, can it? I checked the cables and it is plugged in properly.

That is what happened to my lap top when the battery went, it was less than a year old.
