Telephone No but not name!!

Is there any way I can find out the name/address of a domestic telephone without having to actually ring it.

You could ask someone else to ring the number for you! Is there a reason why you don't want to ring it? Is it the cost?

It used to be possible, back in the old days before I retired as a telephonist, to find the name and address of a phone number, there was a book we could refer to but whether it is still available now I really have no idea. Have you tried the BT phonebook site it might be possible to find it that way.
When telephone directories first became available on CD-ROMs (before everyone turned to the internet) it was possible to purchase a version which included a 'reverse look-up' facility. However there were howls of protest from privacy campaigners. (An example they used was that a young woman might be prepared to give her phone number to an apparently nice guy whom she'd met in a nightclub, but not want him to know her address until she'd got to know him a lot better).
Consequently the law was changed and it's now a serious criminal offence in the UK to provide 'reverse lookup' directory facilities, either on CD-ROM or online. Only the police and security services have access to such information, (with several police officers being sacked and/or prosecuted for accessing such data without good cause).
So, unless the number happens to show up in a Google search (because, for example, the phone subscriber is the secretary of an organisation who has placed his/her contact details online) there is no lawful way of obtaining the information you require.
