Who is your local eccentric?

Who is your local "celebrity?" Every small town seems to have their weirdo - who is yours? I'm developing a character for a book, so please be specific.

Nowadays he'd be lifted every time he schmoozed up to a woman in the streets or worse...
He was only ever known as the Stevenston Dummy.

We used to have an old man in our town who would go looking for rubbish. He would look in bins and skips and take stuff back to his in a wheelbarrow or on his bike. He absolutely stank to high heaven. His house was the absolute pits! The local authority would clean/empty it every now and again, he'd go out collecting rubbish and the process would start again.
We also had an old lady was always talking to herself, with mad/messy hair, always wearing a skirt over her trousers and pushing an empty pram (I'm sure it sometimes had newspapers in).
The town I live in now, has a well known weirdo called John radio, cause he's always got a radio on his shoulder lol.
Most of these oddballs are harmless though as they're completely in a world of their own.
