What was the CPS frightened of, setting off another riot?

She should have been sent for trial for 'possessing cocaine and ecstasy with intent to supply' and if found guilty sent to prison.

The maximum penalty for holding drugs with the intent to sell them, is life imprisonment, and in some countries it is the death penalty.

Instead she got let off with a caution, disgusting.

It doesn't work like that Gromit. Here is a stated case:

stated case R (on the application of W) v Chief Constable of
Hampshire Constabulary 2006. An admission of the offence,
corroborated by some other material and significant evidential
fact will be sufficient evidence to provide a realistic prospect of
conviction. This corroboration could be obtained from
information in the crime report or obtained during the course of
the investigation. A Simple Caution will not be appropriate
where a person has not made a clear and reliable admission of
the offence (for example if intent is denied or there are doubts
about their mental health or intellectual capacity, or where a
statutory defence is offered).
