Why wasn't this monster deported in 2001?

Many criticise the Daily Mail, but without such news outlets we would never find out about these types of of stories that highlight our lenient justice system.
Here we have a sadistic monster that committed such vile and repulsive crimes, and yet had his life sentence cut by 6 years.
/// Boudjenane was convicted of murder, two counts of rape and false imprisonment by an Old Bailey jury in 2008. ///
/// It also emerged Boudjenane was still claiming dole when he should have been thrown out of the country in 2001. ///
If he had been thrown out of the country in 2001, none of these crimes would have been committed, and Lakhdar Ouyahia would still be alive.
