When the old lady who refused to pay above inflation level on her council tax was sent to prison; was this instead of paying, or did she have to cough up the extra as well as going to jail? (I realise someone actually stumpted up the cash and she got out early -but what would have happened?)

The imprisonment can also be postponed upon the payment of an agreed amount until the debt is paid.
