Is still in leaf and blossoming, some branches appear to have died, would it be possible to lop them off now or wait untill the spring.

I'am assuming your tree is a Prunus autumnalis or autumn flowering cherry. I would lop off those dead branches back to healthy live wood, but do it when the tree is in its dormant state, after the leaves have fallen. If you leave it to the spring you may have problems, as this is when the sap is rising and it could weaken the tree. Look for a frost free period between nov-feb, would be the safest bet. Leaving dead branches on a tree can be a source of disease so cut them as soon as possible ,
