The Liverpool dockers'union helped to kill Liverpool as a port. Theft on an industrial scale and frequent strikes made containerisation viable, and the business went elsewhere.
The Liverpool people have a very Irish tendency to blow up and never to forget imagined slights.
Governments do have to consider all strategies and scenarios - Didn't Wilson consider a first nuclear strike strategy against Russia? Can't remember where I saw that, so only a suggestion

AOG I am not saying it was all down to Thatcher & her hench mob, but she conducted herself as if she did not give a toss what happened.
The 30 years release including the personal notes of MT show just how much she was on top of it in getting the facts and views to her fingertips before the decision making - and she was the one who authorised dispatching the Hezzer to Liverpool. One of the commentaries on R4 from a shadow minister of the time (can't remember who it was), was that it was indeed impressive the grasp that she had on the situation.
Whether you like her or not, Steve, you are a little off your road here. I would also accept that she became meglomaniac as her time came to an end - just like Blair did as well.
