On avarage, how much would it cost to hire a set for an advertisement on T.V?

If you want to advertise on TV, you will have to go through an advertising agency.
I' m thinking if you don't know costs already for such things, they are totally out of your reach.
Anyway, what sort of set do you want? There are few places that store sets for very long. You can use existing locations, or dress existing interiors.

From your various questions on here you seem totally unready for anything you plan to do.
You say you have not even got the website or app yet, so it is not even worth thinking about TV advertising.
Suggest you try to get a lot more experience of marketing, web site and app design and on, then come back here and ask some questions.
